It looks like Joebob has answered all of your questions related to SPOOFing and such.
As far as finding a dependable free host for pics, best way to find such is to look through Picture Forums around the Net and see what free hosts folks are using. That way, you can click on their pages and see how well they work. Then, just visit the main URL for the hosting site and check out their FAQ's page on whether they compress files or not, etc.
As far as Magical hosting a forum for you, I don't think that would be feasible at this time.
It does sound like you have a good deal going with EZboard, though. Something to consider for you and your friend, keep your boards at EZ but register yourself a domain. There, you could host whatever galleries you wanted...be sure to use an Adult Host, though, otherwise they will cancel your account. Then, you can put a link to your forum from your domain. Of course, if you do find a dependable free host to put your pic galleries up at will, then I would forego even getting your own domain and hosting account...why pay out money if you don't have to.
It takes quite the technical expertise to keep up with and properly administrate a PHP forum. And if you want a forum with the popular threaded-view that you see so much of (DCJ Script), then you would have to pay upwards of $300 just to license the script.
So...guess my point is...use what you can that is free. Hope that helps in some small way.
Regarding your question about "STICKY"...selecting that feature causes your post to go to the "top of the pile";ie, beginning of the posts at the top of the page. Any subsequent posts using STICKY will bump you down. Anytime someone replies to your post, it will again be put back to the top. This feature helps you see where the latest activity is at a forum.
