I have just read a short story in the local news (SW of the UK) that a 23 year old man has been arrested after chopping six inches off a ponytail belonging to an 8 year old girl. Apparently it was a unprovoked attack and the girl has been left distraught. She was playing with friends on her bike when the man grabbed her ponytail and used a pair of scissors to cut it and then ran off.
