If you actually download the set (which you can find quite easily through a Google search -- search for Femjoy Atlas) you will see that Desiree's hair was NOT cut for Atlas, it was merely pulled up so it appeared half it's real length.

Now, I can't say what may have happened in the last two years, because it's been that long since a new set of her appeared... but at least I can promise you it wasn't cut back then.
