Depends on the situation
If you are in a platonic relationship, make absolutely 100% not a single reference to your hair fetish.
If you have ALREADY established a rapport where you're open with what you both find attractive in other people, then you can allude to you enjoying a woman's hair. Some people like legs, some ass, but for us it's hair. Just don't call it a fetish
Now, if you do get in a relationship or some kind of physical/sexual/romantic situation, you can definitely talk about how you find her hair attractive. You can also again, allude to being someone that enjoys hair.
In this situation, where you're already physical, it's not creepy to offer a head rub, or to play with her hair. There's all kinds of ways people can enjoy parts of each other in a cute, sweet, and intimate way, and none of this has anything to do with fetish.
Now, if you're in a spot where you are having actual sexual encounters, that is a point where you can mention kinks. It's totally not weird for anyone to hear that someone enjoys the feeling of hair, even as a kink.
We only enter fetish/hairjob territory when we have a well established sexual relationship, with trust, and openness. For example, if you are comfortably sharing things like what porn you like, THAT is a situation where you can bring up the extent of it being a fetish.
Hope this helps. Hairplay of any kind with a person you love is unmatched. Good luck!
