No matter what fetish you have, you MUST respect other people´s right to play along with your wishes or to simply deny that to you.

Ask your mother. If she is fine with having her hair chopped off, that´s fine with me (although I would regret the result). If she isn´t, look for someone else to fulfil your fantasies with.

Chopping off people´s hair without their explicit consent would be called a crime and persecuted as such in my country.

Besides all that, the whole story strikes me as so weird that I simply don´t believe it. To me it seems like a hoax to make fun of us here on this forum with our love of very long hair.
