I have a few girls around who are growing their hair for me (on of them is my wife). Its very easy. You start give compliments for her current hair (except when its really short). You give her like 3 compliments (nice haircolour, nice style, nice lenght). Then you tell her that you think hair is very important to a women, it gives them style. She go probably ask you why, while she is already a little bit shy by the true ment compliments. Then you tell her that you can see on a ladys hair wheter she is in good health. Then you give her one more repeated compliment. You will see that she will grow her hair after this conversation. Take every few weeks some time to tell her how good her hair looks, the rest go automatic. I tell you this works, give it a shot! And by the way, speeking to a lady about her hair turns me (and i think all of you) on. Its a nice undercover way to enjoy your hairfetish.
