Your confusion is understandable and probably a very common one.

Torrents are perfectly legal everywhere on the planet, including your area. Torrent is a protocol, like HTTP, FTP, etc. If you use it to transport illegal things, that makes the activity illegal, but not the vehicle used to transport them. The same way trucks are not illegal just because they are sometimes used to transport cocaine.

If your concern is downloading copyrighted material, then you should be very afraid. One would struggle to find a single shred of material that is not free of copyright here on this forum.
