Not sure about US.. more wigs and extensions there.

Russia is ok.. at least traditionally but in theory not so many there.

The best place is India..

Also South East Asia - Malaysia, Thailand etc.. and China. Even korea.

I suspect many places in South America, though I haven't explored much there yet. I will let you know...
